Summary Overview
Resilience into Airport Operations: Future-proofing critical ground operations at Miami International Airport.
Brizaga provided resiliency services for the development of the Design Criteria Package (DCP) for the Ground Service Equipment facility project as part of the larger South Terminal Expansion Project at Miami International Airport. Resiliency services included the evaluation of short-, mid-, and long-range climate risks and other hazards that could potentially disrupt airport operations and impact the airport’s day-to-day function. Social, economic, and environmental impacts were also outlined and evaluated. Mitigation strategies for consideration by facility designers and operations personnel were provided. Brizaga also prepared an Envision Preassessment Scorecard in alignment with the Institute of Sustainable Infrastructure guidelines, identifying potential credits and outlining the criteria and documentation required for achieving points, with a minimum design requirement of Envision Silver in accordance with Miami-Dade County policy.
PROJECT HIGHLIGHTS
- Climate hazard analysis evaluating flood, wind, and heat-related hazards during the expected life of the project (approx. 50 years).
- Detailed credit-by-credit Envision Scorecard to provide guidance to the design-builder related to applicable and achievable credits, along with required documentation to be provided by the design team or project owner.
- Creation of a resiliency narrative, examining the specific vulnerabilities of the ground service equipment facility related to climatological and man-made threats and hazards, supplemented with mitigation recommendations.
OUR ROLE
During the project, the Brizaga team created a comprehensive climate hazards memorandum that incorporated data from multiple public sources. The hazards included Sea Level Rise, Tidal Flooding, Groundwater Flooding, Storm Surge, Precipitation, and Extreme Heat. Utilizing this information, recommendations were made for Finished Floor Elevation at the project site as well as criteria for other mitigation strategies. Brizaga developed an Envision Scorecard for use by the design-builder following the ISI framework. The report identified the number of credits that could likely be achieved at the various levels of achievement within each category.

About Envision
Envision is a framework managed by ISI that encourages systemic changes in the planning, design, and delivery of sustainable, resilient, and equitable civil infrastructure through education, training, and third-party project verification. It was developed through a collaboration between ISI, which was founded by ASCE, APWA, ACEC, and the Zofnass Program for Sustainable Infrastructure at the Harvard University Graduate School of Design. Suitable for infrastructure of all types and scales, the framework is used to assess projects for sustainability across 64 indicators, called credits.
