Building Resilience Through Community Voices
The Arsht-Rock Miami-Dade Resilience Hub Network is a visionary initiative designed to build social and physical resilience at the neighborhood level by establishing trusted community spaces that serve residents before, during, and after disruptions. These resilience hubs are intended to meet a range of community needs from disaster preparedness and climate adaptation to everyday access to services, information, and social support.
The project focused on identifying potential hub sites, developing a framework for how these spaces function, and building partnerships with local organizations already embedded in the communities they serve. Through this effort, the team worked to elevate local voices, understand community priorities, and co-create solutions that are flexible, scalable, and rooted in equity.
By integrating emergency management, climate resilience, and community development goals, the Resilience Hub Network sets a new standard for how Miami-Dade County can prepare for and respond to shocks and stresses, especially in underserved neighborhoods that face disproportionate climate risks and infrastructure gaps.

OUR ROLE
Brizaga served as the project’s lead on strategic communications and engagement. We built and sustained partnerships with organizations such as the CLEO Institute, Touching Miami with Love, the City of Hialeah Mayor’s Office, Community Action & Human Services of Miami-Dade County, and others. Through a collaborative approach, we helped shape the project narrative, created inclusive content for social and print media, and ensured community members were central to planning discussions. Our work also supported logistics for public events and helped the team track engagement outcomes through a structured project management framework.
